Друштво југословенских библиотекара и Међународно удружење библиотекарских удружења – IFLA: 1931–1940 / Yugoslav Library Association and International Federation of Library Associations – IFLA: 1931–1940

Друштво југословенских библиотекара (ДЈБ) почело је са радом средином 1931. године, након што су конституисане његове три секције: Београдска, Загребачка и Љубљанска, а обуставило је активности крајем 1939, пошто је Загребачка секција изнела предлог да се, уместо ДЈБ, формирају три засебна друштва библиотекара, а чланови Главне управе из Београда, у знак протеста, поднели оставке. Осам година деловања ДЈБ, првог професионалног библиотекарског удружења на југословенским просторима, није потом вредновано на одговарајући начин: његово постојање, касније основана друштва, велика већина некадашњих чланова, као и историчари библиотекарства, прећуткивали су, углавном из политичких разлога.

Архива Друштва југословенских библиотекара која се чува у Универзитетској библиотеци „Светозар Марковић“ у Београду, представља драгоцен извор информација за историчаре српског библиотекарства. Несређена, а недовољно проучена, она нуди обиље непознатих података о оснивачима и члановима ДЈБ те о њиховим акцијама на развоју професије библиотекара. Међу подацима, који представљају право изненађење, свакако је и тај да је Друштво већ 1932. године успоставило сарадњу са Међународном федерацијом библиотекарских удружења IFLA-ом и да је она трајала све до обуставе рада IFLA-е 1939. Потврда те сарадње налази се и у Извештајима Међународног библиотечког комитета и Савета IFLA-е (Actes du Comite International des Bibliotheques et du Conseil de la FIAB (Proceedings of the International Library Committee and of the Council of IFLA) који се чувају у седишту ове организације у Хагу (Холандија), а који су, такође, коришћени у тексту.

Овај рад по први пут у центар интересовања ставља међународну активност Друштва југословенских библиотекара, у којој сарадња са IFLA-ом представља најважније место. На основу истражене архивске грађе добијају се нови увиди у ширину деловања Друштва, као и у конкретне податке о комуникацији која је остваривана са међународном кровном организацијом.

The Yugoslav Library Association (YLA) started operating in mid-1931, after its three sections were constituted: the sections of Belgrade, Zagreb and Ljubljana. It discontinued its activities at the end of 1939, after the Zagreb Section proposed that instead of YLA three separate associations of librarians should be formed, and the members of the Belgrade General Administration resigned in protest. The eight years of YLA, the first professional library association on the territory of Yugoslavia, were not adequately evaluated: later established societies, the vast majority of former members, as well as the historians of librarianship, were silent on its existence, mainly for political reasons.

The archive of the Yugoslav Library Association, kept at the University Library Svetozar Marković in Belgrade, is a valuable source of information for the historians of Serbian librarianship. Disarranged and insufficiently researched, it offers a wealth of unknown information about the founders and members of YLA and their actions on the development of the library profession. Among the facts which represent a real surprise, is certainly the fact that in 1932 YLA established cooperation with the International Federation of Library Associations, which lasted until IFLA was shut down in 1939. Joining an international professional association, regularly paying dues, exchanging publications and receiving official IFLA publications, submitting annual reports, attendance of  YLA  members at IFLA meetings, following the reach of the profession in more developed environments, promoting international professional cooperation through professional lectures and publishing, are the major achievements of the Association on the international level, which were largely realized thanks to the work of the Belgrade Section.

By discovering, and for the first time in our country, presenting to the professional public archival data on the international activity of YLA, following the domestic sources and reports submitted to IFLA, one can quite clearly see the situation in the field of librarianship in the Kingdom of Yugoslavia. The unfulfilled goals of the Yugoslav Library Association, the difficult material and political conditions under which it operated, should not interfere with the final conclusion that YLA was avant-garde in many of its actions, including in the field of international cooperation, that it was among the first 26 to join IFLA, and that today Serbian librarians can be proud of the tradition of cooperation with the umbrella organization, which has lasted over 80 years.
