Institute of Higher Education of the National Academy of Educational Sciences of Ukraine was established on June 7, 1999, by Decree No 988 of the Cabinet of Ministers of Ukraine.

The Institute’s mission is to promote Ukrainian universities’ sustainable and innovative development to increase their influence on social progress and strengthen a modern Ukrainian state in the European and world communities, which is realised through the implementation of research, educational and expert activities on the principles of academic freedom, integrity, excellence, social responsibility and distributed leadership; following the best national and international models.

The Institute’s vision is to be Ukraine's leading national research, educational and expert centre on developing higher education. The team comprises highly qualified and internationally recognised professionals, united by the values of trust, creation, and dignity, and directs their efforts to realise the Institute’s mission.
